Either there was just a screw up in titles (someone was not thinking straigth while naming him "Captain Ewald") or he was Jevan's predecessor. For more we can only guess.
Guess: Jevan arranged an "accident".

That, or Meredith was dissatisfied with the number of Fereldan refugees he was letting through and told Dumar to replace him.

As much as I am enjoying the silliness of the replies/speculations, I have to point out a couple of things.
Jeven seems like he has been guard captain for a bit longer than just the year Hawke is in Kirkwall with the mercenaries/smugglers. I am assuming Ewald was just captain of that particular guard regiment in the Gallows (oddly there are no mages OR templars present in the Gallows during the three days Hawke is waiting for Gamlen). Or if he was Guard Captain of all of Kirkwall's guard, he was killed and replaced by Jeven. I wouldn't put it past Jeven to have committed assassination of his superior officer, but guard isn't exactly a risk free occupation anyway.
In lieu of any evidence to the contrary, I'm going to assume he was killed in the line of duty.

I think that there was a particularly large influx of refugees coming into Kirkwall at that point, so the mages were likely restricted to their rooms. Remember, the refugees arrived by boat, and all those boats were docked at the Gallows. If the mages were allowed to walk the Gallows openly, some of them might try smuggling on to the boats by disguising themselves as refugees. A group of them might even try to take a boat by force.

And if the mages were restricted to their quarters, then the templars would need to be in the keep as well.
