I am well aware both you and Knight-Commander Meredith have rejected my proposal, but I beg you to reconsider. The mages in the Free Marches are past controlling, their numbers have doubled in three years, and they have found a way to plant their abominations in our ranks. They cannot be contained!
The Tranquil Solution is our answer. All mages at the age of majority must be made Tranquil. They'll coexist peacefully, retain their usefulness—a perfect strategy! It's simply the best way to ensure mages obey the laws of men and Maker.

Is this referring to the number of apostates and/or blood mages or is it referring to the number of mages in general?

Also, if it's referring to mages in general what do you think is causing this massive population increase?

OP,

At a guess (and based partially on what I've observed and what Sandal of all people has said), I think that Thedas is a lot like the Shadowrun universe. That is the overall magic level of the world is recovering from a low and is rising....and as the magic level rises, you get more and more magical phenoma starting with more mages being born (and more Dragons as well).

Just my two coppers.

If so, it meant that the Chantry's Circle system was doomed to failure even if it were more equitable.

Speaking of mage populations, it doesn't seem particularly wise for one group that can only reinforce its numbers through breeding (as Hawke's own family demonstrates not all the children of mages can use magic) to go to war against another group that can reinforce its numbers through training (as Alistair explained templars don't need lyrium to use their abilities, so lyrium shortages wouldn't really restrict the number of maximum number of templars), does it?

Only if you can find people suicidal enough to charge a large group of people who can set you on fire with their minds.

Also, consider the possible uses of Anders' bomb as a landmine...

The talkative man in the hanged man says "My mom used to say there's a lot more mages now than when she was a child" and then there's Sandal's prophecy of "One day all the magic will be back" so yeah, there seems to be an underlying theme of magic "returning" to Thedas.

You can probably find plenty if you teach them how to use their mind to stop a mage's mind from setting them on fire so they can set the mages on fire... with a torch. Or something.

Granted it'll take time to train, but it's still faster than popping a baby out and waiting for it to become sentient enough not to soil itself when an angry man in full armor comes screaming down the hill with murder on his mind. Also raises the interesting possibility of specialized training: rather than having whole units of templars who are trained in anti-magic and melee skills, it would be faster to have pairs with one anti-magic specialist and a face-stabby specialist - just train up the former and hire the latter.

But yeah, as previously mentioned there is the whole "magic coming back to Thedas" thing, it might eventually turn into a situation where templars are the ones waiting for non-magical babies to be born to be trained and mages are the ones who can recruit en masse from the populace.
