It really seems that way with me, I was hoping for more of a mana/stamina return, but in this case, it looks like barely a what, 20% of available return? I'd be happy to hear other people's thoughts though.
Is Rally, even upgraded...not worth it?

It's a nice help I think Remember it's for the whole party and has just 30s reuse. You should also take advantage of the benefits from the toggles the warrior has active.

Yes let's just throw in random numbers now.
Rally is a 'very' powerful ability. No class other than a Warrior can regenerate mana/stamina through abilities, and last time I've checked, these tend to get depleted for some odd reason.
Important to note though; Rally has no effect on the Warrior activating it, so if you don't see your stamina (as a Warrior) getting restored that's normal, and you have other abilities to do so if that's what you're trying to do.
It is also unaffected by any active sustainables (aside from not retuning stamina past what is reserved of course).

I spammed a combination of Bolster, Second Wind and upgraded Rally all the time and with the help of Deep Reserves they were really great. Never ran out of Stamina. It was the only tactic I've set for my party.

Rally is especially great on Avelina or Fenris for a lot of dfferent Hawks. Not so important for a bloodmage and all but it can be great for rogues or warriors on the lon fights.
