What happens if you don't do Anders' quest in Act 3?

What infuriated me is that if you say you'll help, he lies and says he's trying to recreate a ritual to separate himself from Justice. Yet once you distract the Grand Cleric....he never mentions the ritual again and you can't ask about it?

If you don't help him, he somehow does it alone . . .or gets help somewhere else, which seems more plausible to me.

You choose to remove your Hawke from any implication. Which is a personal choice. It does not have to affect the outcome.
Just like you choose to help the mages during Act of Mercy. Some escaped others were captured, which happens after your choice and beyond your control.

Agreed, I actually found him quite ineffective as a healer and being that everyone in your party can use mythals favor I found that preferable.
