I remember a conversation with Wynne about "what she will do after all of this", and one of the ideas was that she would return to the circle. I also vaguely remember that some of the options sounded as if you could be in the picture there, as well. Reforming and strenghtening the circle along with her.

So, is it possible to end the game in a way so that the Warden becomes the leader of the circle? So far I only saw endings where you either stick with Alistair at the court or "go traveling". Oh, and you can make the Circle independent too, but not with the Warden at the helm.

Or was that conversation just a bit of smoke-and-mirrors?

That conversation with Wynne is purely theoretical. Sorry.

Personally, I would have loved being able to restore the Circle and make it more independent of the Chantry. Mages ought to rule. Magocracy for the win!

THAT at least is possible. When Alistair grants you a wish in the conversation after coronation, making the Circle independent from the Chantry is one of the options. And precisely what I chose.

After all, the agenda/motivations of my main elven mage chara were:
Prio 1 - foster the research and development of magic in all its forms, except for blood magic
Prio 2 - eradicate blood magic (as it tarnishes the image of magic and she believes better ways can be found)
Prio 3 - stop the blight

... note the ranking. Made for some excellent roleplaying opportunities, too. The only thing missing was to end the game by switching to a life of arcane research.

Thus this question. A pity, then.

But I grudgingly agreed to Morrigans plot to have that soul-of-an-old-god child, anyway... so, considering the risk to the world and to the image of magic in general, retiring is not an option, anyway. Rather, my Warden will go and look under every stone on this side of the veil. To find the two and to keep an eye on that child.

Yeah I notice the order. My mage has different priorities but the blight is also at the bottom of the list.
The order is :
1. Weaken the chantry- Golden opportunity in this time of deperation to put a dent in this overbearing institution.

2. Be helpful to others, do the right thing no matter what.(Except if it interferes with 1)

3. Promote the usefulness of basic blood magic. Blood magic in itself is highly useful and not evil. But 2 takes priority so say no to Golems, don't let the guy at Soldier's Peak test on anymore subjects, and definately no to Caladrius' elves for constitution offer.  Also no deals with the demon. (Of course I already have blood magic unlocked.)

4. Stop the blight

I'm pretty sure that if you have Shale and get her to maximum approval (or, the top bracket, at least), she always goes to Tevinter to see if she can reclaim her mortality, and Wynne always goes with her, so step 1 would have to be not have Shale, or not to have her on maximum approval.
I'm not totally sure of the condition on whether Wynne sticks around at court or returns to the Circle. The wiki says it's whether Irving is alive, which is plausible. But I suppose it could also be whether the Circle has been annuled - or even whethr Alistair is King. Whatever it is, that'd be step two.
I've never heard that she'd invite you to come back with her though. If so, I'd guess you'd have to be a mage, and possibly that you'd have to give the 'I haven't decided yet' answer when the King/Queen asks what your plans are at the coronation.
