It's not so much that he wishes Anders dead as said above, it's his reaction and way he demands it.
He won't kill Anders himself he insists you bloody your hands for his cause no matter how he has "developed" due to previous actions.
He sees chaos, fear, anarchy and death all around hitting the entire city and puts his one desire above all else.

Anders when he sobers up from his bloody stupidity at least recognises that what he has doe is wrong... "I did not realise it would be as bad as this." a comment he makes walking the streets.

Sebastian I see saying as he flees past women and children getting killed....
"I'm gonna git me an army to kill Hawke."

No matter how he choose to be.
 Priest / prince he still remains a spoiled boy not able to see past his own desire.

Again, why would he do that?

Sure, if you recruit him but never take him with you that might even make sense. If you do take him with you, it doesn't, as he has left the Chantry years before and accompanied Hawke on several missions, actually killing people.

I just explained that.  I'm not going to do it again because you want to pretend I didn't.

Wonderful, so "because the plot says so" now works for NPC's actions.  I guess we should let Anders off the hook because it's just like Hawke spending a year in servitude to a smuggler or a hitman.

Yeah, why would you need courage to attack one of Hawke's allies?  That's a real headscratcher...

He's given an out though... I would not have stopped him one run, no one else would, even Anders.
He just does not wish to hold any responsibility for his actions, it's fine for you to murder but not him.

That said he kills in self defense when in party with Hawke,
Killing Anders at that point even if I strongly agree would be a righteous act is still murder.
If Sebastian demanded it when Anders came back later and tried to kill you I could see him as right.
He is never willing to put aside his desires, he never sacrifices anything or puts on the line.
He honestly is the least devout member of the chantry, Andraste herself would slap him.


He actions and words shows he is silly, arrogant and lothsome.
Heck Elthina herself disaproves of him or his mindset, and she is the most neutral party in game.
