Mass Effect 1 Council Decission Import Bugged?

I completed what I hope to be my final pre-ME3 runthrough of ME1 last night with the intent of doing a final run through of ME2 so that I can be fully prepared for ME3.

At the end of the game I chose to focus on Sovereign (and we all know what happens then). Post-battle I expressed concern over humanity stepping up to take a place on the council and said that I hadn't done what I'd done so that humanity could seize control. I then selected Anderson to be the council representative and he gave his big, "with the other species behind us we can fight against the Reapers and stop them from returning!" speech.

My character had a maxed out Paragon bar, and a roughly 20% full Renegade bar (I think). So, as far as I was aware, I should be getting a multi-species council with humanity as a member.

So I import my character into ME2 to start my ME2 runthrough, and I get the text intro reading:

“One month after the devastating geth attack on the Citadel, humanity seized political control of the galaxy. 

Now the human-led Council is forced to respond to evidence that the Reapers -- enormous machines that eradicate all advanced civilizations every 50,000 years — have returned. To quell the rumors, the Council has sent Commander Shepard and the Normandy to wipe out the last pockets of geth resistance. Officially, they blame the invasion on the geth and their leader, a rogue Spectre.


Which I thought seemed slightly... odd. So I checked up on the Mass Effect wiki, and it turns out I should be getting the intro reading:

“In 2183, the heart of the galactic community suffered a devastating attack.

The Citadel space station was invaded by a synthetic geth army attempting to open a portal for the Reapers: enormous machines that eradicate all organic civilization every 50,000 years. Commander Shepard led the defense, but the Citadel Council was lost.

Now, the new human-led Council attempts to quell rumors of the Reapers' return. Hoping to ease public concern, they've sent Commander Shepard and the starship Normandy to wipe out all remaining geth resistance.”


And, after thinking about it for a while, I realised that the intro I got this time around is the exact same intro I've been getting on prior ME2 playthroughs even after being a paragon character who's lost the council (through the 'focus on Sovereign' decission).

What's up here? Is the game glitched, or am I messing something up here with my decission making towards the end of ME1?

Well, for starters, ME1 completed games DO NOT save which councillor you choose, as the game complete file saves before that, so anything you say in the final conversation, while very cool, unfortunately is not saved for an import into ME2, you choose which councillor is humanity's council member on the shuttle ride with Miranda and Jacob. So the only thing that could affect the intro is the choice of saving the council, leaving them to die, or concentrating on sovereign. If you've chosen the concentrate on sovereign one, and apparently should be getting this intro, and aren't, then assuming you've chosen the right game for import, unfortunately it does look like some form of import bug/glitch. But as I say, the only thing that affects it is your save council/leave council to die/concentrate on sovereign decision. Hope that knowledge might help a bit!

Well is there any way to fix it? When my internet is reset and I'm below my cap again I was thinking about exporting the save file to a USB, taking it over to my computer and editing the flags associated with the council during the battle of the citadel. Will this work? Will it cause any negative effects on the game?

You'd think BioWare would release a patch to fix all of these issues. Like how the 'Besieged Base' assignment seems to result in failure 100% of the time even when you save everyone. It's kind of annoying to play an absolutely exceptional game where your choices matter only to be forced to pick one choice because of some stupid bug.

I've checked my save on the USB and have the 'abandoned council' flag ticked, and ME2 registers my character as having been Paragon, so I can't see why I'm getting the wrong intro.

I've also found that, despite having saved Captain Kirrahe the flag reading 'Captain Kirrahe Alive' (or something like that) is NOT ticked.

This is a bunch of BS. Here we have these amazing games like Mass Effect and Mass Effect 2 and they're riddled with stupid bugs like this.
