Its built into the personality system rather than forcing you to spend points on it. Which is fair logic since nearly everyone would buy that skill.
But essentially your coersion success is determined by how much you develop your personality. High Diplomacy Hawke can succeed at Diplomacy conversation options the others fail at. Witty Hawke becomes the best at Charm, but is terrible at Intimidation. (though his intimidate lines get funnier). And Angry Hawke is the master of Intimidation, but not so good at being diplomatic or charming.
There are degrees of difficulty on diplomacy/charm/intimidate checks. Some you can make on any personality type, some you can't.
A good example is running into that encounter with the Dalish and Ex-Werewolf on the Wounded Coast. Only a High Diplomacy Hawke can end that one peacefully.
