After installing the latest DLC "Arrival" I have noticed that none of the mobs take any damage anymore, making the game very much unplayable. I thought this only referred to the DLC, but it seems that now also all other points in the game (I made many save games throughout my playthroughs) have this same issue. I shoot, burn, warp and fling them about without ever damaging them even in the slightest.
I have not had any problems with the game prior to installing Arrival, but I am not sure if that is the root of the problem. I would prefer not to have to reinstall the game from scratch, but I fear that would be my best option regardless. Hopefully there is a fix that does not involve a full reinstall.

You could try deleting just the Arrival DLC. (List of DLC folders.) Don't know if that'll fix it, but that's the only thing I can think of short of re-installing.
If it does fix it, I imagine you'd be good to just re-download and re-install Arrival.
