I finshed a playthrough on sunday and started a new run the same day but my new char hasnt uploaded and my old one is still at lvl 20
are there any known issues atm?
any issues with character uploads?

Same situation. My first character uploaded almost immediately, and continued to update during that first playthrough.
But nothing since, and I've created a half-dozen or so, and am on my third complete run (one for each class.)
No indication of any issues, log-in to EA servers every time and "upload/update" are checked on the option menu. Don't know...

I had set things up on my rig to be able to use the Command Console back in the first week after release. Over the the weekend I discovered that doing so prevents the EA profile from updating. Once I removed the "developer console - enabled" line in the da2launcher.xml file, my portrait, achievements, screenshots, everything uploaded to the EA servers just fine.
I believe that one has to play with the Command Console NOT enabled long enough for the auto-xmit to kick-in, (I've heard that switching gear is one of the triggers for this...) for each character one wants updated.
