Longer development cycle. My main gripe with 2 was the skimping on most features/environments/customization. Detailed environments are crucial for replayability.
Design for the next gen. Another game with empty cities and a bland setting is not something to get excited about.

Get rid of riduculous combat animations.
Restore fierce looking darkspawn.
Take the time necessary to develope the story and make it a world saving epic.

2nd) Open World map, can be divided by segments (like in the Witcher) or not, the world needs to be engaging and spend a lot of time dealing witch the aesthethics of the world
3rd) Keep the design of the Quns from DAII but the Elves need a little tune up (They look like naviis the design from a few post before this is a good one) and revert the darkspawn look to the Dragon Age 1
4th) A town that feels alive, and for that it doesn't need to have a bazzilion habitants there are games that can portrait alive towns witch 20 or so inhabitants (Majora's Mask is an example of that)
5th) Keep the DA 2 style of combat, minus exploding bodies, and respawn troops behind you, instead revamp the IA so they can use tactics (archers behind; mages shielded by warriors stuff like that)
6th) Morrigan has to be in it,
7th) NO MULTIPLAYER, it doesn't fit the game style and it steels development time from things that matter
8th) Don't make a Witcher clone, witcher is good especially the second one but if i want to play witcher i play witcher, make the game feel like DA:O with the good things of DA2 (the combat, the UI, the talent trees etc...)
9th) Bring back party customization, (no exclusive talent trees please)
10th) The plot needs to feels complete with just a little nit of a tease for a sequel, the witcher II is an example of a bad plot end
11th) Make more quest (side and main) with more impact in future events
12th) Better overall design in clothes armour and sword sheats (yes sword sheats, they don't need to be unique for each sword but a few models would's hurt.
And that's all i can remember for now

I would like to see the next game in a new setting, Orlaise, Antiva, or somewhere completely new, but please, not another big city. I want to see some forests, rivers, oceans, in other words, some nature, please.

The elves, definitely need a change. In DA: O they had a little diversity, they weren't just Irish and flat faced. The city elves were distinct from the Dalish and you could tell they were elves without having to stylise them that much.
The origins need to come back. That's what made the game so replayable for me, the choices themselves (such as kill the elves/save them) were okay, but what really made the difference was that it acknowledged where my character came from, what sort of person they were before such and such happened. Would be nice if something like that happened for DA3 or even if they were able to advance it a bit.
Conversation wheel needs to go. That's a give. It not only takes away from the replayabilty by giving the players less choices, it also gets stuff wrong, no matter how much you try to avoid it. I'll admit, when I first played DA: O, it was after playing ME for the first time, and I wished I had a spoken character. But after I got into it, I found myself loving the silent protagonist. It allowed for a lot more customisation, it made the character feel like MINE. I even found myself actually reading out the lines before I chose them some of the time. With a spoken character it feels like like MY character and more like Biowares character, just with my design for the face.
If you simply MUST have a spoken character, I'd like to see something like the Witcher. A spoken character where we know exactly what they'll say. You'd think it'd feel like a parrot sometimes but it actually works fairly well.
The characters REALLY need to be better developed. In DA: O I felt like the characters could be real people. They had their flaws, their strengths and their own beliefs before the main character came along. I made comparisons between Morrigan and my best friend cos she felt that realistic. In DA2, I could see that they TRIED to give them good stories. But I found myself liking the idea I had in my head about them pre release more than I liked them in the actual game. There just wasn't as much to them.
Also, being able to talk to the characters was a big plus. The idea that you'd go all the way out to the hanged man just to have isabela say "I'm bored" made her feel a little hollow. Even if you'd exhausted the conversation options for DA: O it was still nice to have them say more than "We should move on" Hell, even Sten said more than that!
And lastly, there should be a certain amount of travel. While I did love travelling through Ferelden, I realise that we probably can't base another game entirely there. I wouldn't say no to passing through it, but we've heard about the splendour of Val Royeux and Antiva City, we should see them. So a game needs to be based in the Anderfels, or we need to travel to it for a section of the game. The former would probably be more enjoyable, it'd give more of a chance to really understand the ins and outs of it rather than just scratching the surface.
Also, sidenote, but I think the timeline needs to be advanced somewhat. Might just be me, but I'm kind of disregarding DA2 as ever having happened now. I had a full story set up for my warden. I would've liked if that story remained intact. A mage revolution could happen, but you don't need to be so close and so specific to the wardens timeline.
I realise a lot of this probably won't happen judging from the end of DA2, but it'd be nice to see. It's just my opinion anyway. I doubt anyone at Bioware will actually read it.

add more companion conversation and extend it beyond quest related matters
preferably mute the protagonist give an option too or give us multiple voices options for them
add the ability to play differ ant races this is a must for me
return female dwarfs and add female qunari
change darkspawn to look good again
involve the character in the story more

- MUST HAVE MULTIPLE RACES. I do NOT play a fantasy RPG just so I can be a human! I like being an elf, thank you very much.
- No default character, please. The one thing I enjoy most about RPGs like DAO is that you can be whoever you want to be, and look however you want to look. When I'm forced to be one race and go by one name, it just takes the fun out of it for me. I like being able to choose different races, customize my character's looks, name my character, etc.
- I would like to be able to talk to my party members like I did in Origins. I loved being able to strike up a conversation with party members during quests and develop relationships with them wherever we were...you know, like in real life... -__-
- Customizing companion outfits. I loved customizing what my party was wearing in DAO. Not only did it help me out heaps during battles, but it was a lot of fun. I loved dressing up my party members in snazzy armor...or unequiping all their armor just for laughs. I'm disappointed that you can't do this in DA2.
- Interesting quests. I felt like 90% of the quests in DA2 were "fetch quests." Go get money for so-and-so, go get this item for this person, etc etc. I would like to see more engaging quests like in DAO.
- Interesting characters. Honestly, I didn't feel attached to any of the characters in DA2 at all. With Origins, I got so wrapped up in some of the characters that I felt real emotions for them. When the Grey Warden in DAO sacrificed herself to the Archdemon and I saw how heartbroken Alistair was (we were engaged at that point), I felt absolutely horrible. I hope to see characters in DA3 that are just as dynamic as the characters in DAO.
- The conversation tree. I liked being able to choose from a list of options and trying to figure out which options was best, how the character would react to that option, etc. With DA2, I don't like how it's all dumbed down for you. It tells you which option is romantic, which option is evil, which option is sarcastic, etc. It's just all dumbed down for you and I don't like it.
- Tactical fighting. I agree that some of the combat in DA2 is visually pleasing (especially with the mages), but I miss tactical fighting. All we have now is this button-mashing-hack-and-slash nonsense. I enjoyed being able to tell my companions exactly what to do, who to do it to, etc. I think that DA3 should incorporate the tactical fighting of DAO with the visually-pleasing combat of DA2.
- Interesting plot. I can't get into the DA2 plot for the life of me. I felt that the Origins plot was much easier to get into and more fulfilling in the end.
Ah, maybe I should have just said for them to make the game like DAO. My post would have been much shorter that way, haha.

Yeah but that conflict has been set in motion and so it is either going to be the plot or at least the backdrop for any future. The circles have been borken but the struggle of magic to serve or rule is still going on.

Look at what other companies do.

Oh, yes, here it is! Don't buy Dragon Age 3.
I think this is a great idea after over 2 months of waiting for a patch that works correctly with the Awakening saves, the crashes in DX11 and other annoying bugs.

If possible, find a new publisher.
