Apparently, at the choice to say "ok, keep the relic", unlocked a new Questioning Beliefs, so I guess she's in the last 25% or so of the Friendship meter, but I can't do it, because obviously she has just booked, so, wondering whats the cutoff zone for her coming back at the end of Act 2.
Cutoff for Isabela sticking around?

Questioning Beliefs must be done before To Catch a Thief. 50% either way is the cutting point. The minimal I found to have her at 50%+ is to take her on the quest for Martin she gives you in act 1 and Night Terrors in act 2 then flirt with her when she apologizes. Or you can flirt/sleep with her in the start of Act 2 and that should be enough. Naturally, this includes gifts/general conversations you can have with her in the Hanged Man.

Crap, well, she didn't come back, that really sucks. Half my Playthroughs I never get her up high enough.

So even when given the "star" option when speaking to the Arishok about "returning the book", since Isabela doesn't come back, whats the point of it?

Star option appears when you have done(or not done) something.
In this case, the star option is given because u failed to make Isabella stay, and thus u get the extra dialogue choice to tell the Arishok.
If you succeeded in making Isabela stay, then there is no star option, as Isabella comes back without u needing to tell Arishok.
