First of all it took me over a month to get Dragon Age Ultimate Edition to work, specifically the DLC, but now that I've compiled a procedure that works like a charm this will most likely solve MOST DLC problems, assuming you follow it closely.

 Step 1: COMPLETELY un-install and remove old files (except Characters if you want your saved games, then  Cut that file from C:\\Users\\You\\Documents\\BioWare\\Dragon Age  and paste it on your desktop.

Step 2: Do a fresh installation of the game in the correct file folder Program Files or Program Files x86 (Steam might be a bit different in the location but the rest still applies), whichever, and remember to keep the Bioware documents in My Documents.

Step 3: Once the game is installed, look for services.msc and run that, then from there scroll down until you see Dragon Age - Origins Content Updater, double click that service, now what you should pay attention to is the line that says "Path to Executable", scrutinize that very closely to make sure it matches EXACTLY (watch for trademark symbols, extra slashes, etc), now if it is NOT the same, move on to Step 5 and then REMEMBER to come back and do Step 4, or go ahead and do it while you're there.

Step 4: You will also see right under Path to Executable  "Startup Type" if it's anything but "Automatic", change it to Automatic, now assuming your Path to Executable is fine and matches EXACTLY, under service status it will probably say "Stopped" you want to press the button that says "Start", if you get an error resembling "Windows cannot find file in specified location", proceed to Step 5, otherwise go on to Step 6.

Step 5: This step is assuming your Path to Executable is incorrect or you got the previously mentioned error (they are caused by the exact same thing, no worries) follow this link CLOSELY and it will show you how to edit the Path to Executable to match that of your game file's location: http://www.anitkb.co...es-path-to.html   if you're still getting the same error, go over your Path again to double check you have typed everything EXACTLY matching each other. Be VERY careful, not paying attention while editing the Registry can be a VERY bad thing.

Step 6: (You're almost done!) Now locate your Dragon Age Documents under C:\\Users\\You\\Documents\\BioWare\\Dragon Age  and then double click the Settings folder, then from there look for a file named addins.xml  and make sure you can edit it, if not right click it and go to "Open With" and choose Notepad, Wordpad etc. Now when it opens DO NOT CHANGE ANYTHING EXCEPT WHAT I LIST. Copy and paste this in Word Find (Cntrol+F) "RequiresAuthorization"  (without quotes)  now after you press enter it will take you to the first instance of that and it will probably have a "1" next to the aformentioned phrase, change the "1" to a "0", on ALL of them, keep pressing next on Word Find until you are completely through the document (it will tell you), once that is complete Press "Save", and then exit out of the files.

Step 7: Start your game, log in with your account (make sure your account has been linked to EA AND social.bioware.com, and viola, your DLC will be there waiting in the Installed section, either Start a new game or Load a previous one. (To take the Characters folder from a previous install all you need to do it cut it and paste it into  C:\\Users\\You\\Documents\\BioWare\\Dragon Age  and your previous saves will be there).

I tried every fix i found on this forum. In the end i got it working when i contacted EA on their live chat, he made some changes to my account and voila :)

I tried roughly 8 separate attempts in a combination of e-mail, live chats, live-chats escalating to the next tier etc, none of them could provide an answer, so I did my research and did it myself
