I chose to believe that Gascard is innocent when Emeric told me to investigate him, and when Leandra got kidnapped Hawke suggested that Gascard might be able to help, and the journal also told me to either work with Gamlen to find Leandra or find Gascard to see if he can help, but they never told me where he is!.

He's in Darktown... during the day I think. He'll be near the north side, the area with some stairs... I think.
