OK I finished Noveria, and I picked up the quests for the Doctor in Danger and the pirates in the Macedon system. This is where the confusion sets in. The "pirates" in the Macedon system is tied in to the Asari Diplomacy quest, but where do I get any indication that the Styx Theta system is important? I can't find any mission or assignment that "unlocks" it. I am trying to do a playthrough where everything is tied in to something already done, and this one just doesn't fit.
Is there an unlock for the Listening Post XXX quests or are we just supposed to notice a new available system to play in?

Well, completing one Listening Post will point you to the other one, but the only way to get the first Listening Post quest is by just going to the Styx Theta cluster on your own; nothing in the game will prompt you to go there.
Similarly, nothing in the game will tell you to go to the Hercules system in the Attican Beta cluster for UNC:Lost Module, and UNC:Lost Freighter (Ming system, Gemini Sigma cluster) and UNC:Derelict Freighter (Caspian system, Maroon Sea cluster*) can only be found by just noticing and boarding those freighters.
* The Maroon Sea cluster unlocks after completing Feros.

I just played through with the imagining that Shep was hunting high and low for any activities Saren may have been up to that may have slipped the Councils info net.

I found Styx Theta completely by accident (and it was awwwwwsooooommmme). It unlocks after you finish Novieria as far as I can tell.
