I just completed to the quest where you have to get the bandits out of the pearl and went to sargent kylon for my reward but hes missing. Al thats there is the city guard. Where'd he go and how do I complete the quest now?

The 'intentional' thing is that you meet Kylon again as a random encounter when travelling around Denerim, not back at the market. So move between various locations like the Pearl and the Market to try to trigger it.
If it doesn't trigger, or if it triggers but you can't talk to him afterwards, the bug section above is rather handy.
