I paid Bartrand the 50 sovereigns, and did not have the maps from Anders. Regarless, I was repeatedly seeing the "You've paid the cash and you have the maps, so wrap up your side quests and go!" loading screen.

Actually it's something more like, "Against all odds, you've managed to finance the expedition and obtain a map to the Deep Roads. Bartrand isn't ready to leave yet though, so you have time to complete your business in Kirkwall."

But yeah. The point is, I didn't have the maps.
