Saren Arterius, well maybe his ghost or an apparition of him. They could do a part where Shepard's mind drifts off and s/he communicates with the spirit of or an illusionary Saren, where he compares himself to Shepard depending on his/her morality and the choices they've made and reflect on what the future holds in the coming battle.

This would be awesome because I can't help but see similarities to Saren and Shepard. Saren had the allegiance of an Asari Matriarch, the heretic geth, krogan and almost had Rachni under his belt. Shepard has the loyalty of the galaxies greatest warriors, Liara as the new Shadow Broker, the respect of the Salarian STG, Krogan clan Urdnot and its allies, the Quarians and Geth and the allegiance of the Rachni, at least my paragon Shepard anyway.

Saren, like what Alexander Kogan said. But in more or so where Shepard sorta drifts off into a day dream and has a sorta reality check in a manner of talking with Saren.

Aria, must i say why we must see her again lol. In my opinion you didnt play ME2 if you dont know why she should be in ME3.

Kolyat and Sidonis because those two people seem quite interesting. I see Kolyat taking the place of Thane because if i remember right its been a year and 2 months since the end of ME2 by the time ME3 takes off. And Sidonis, I can see him as the reason why Garrus family makes it safely to that Moon the Turians moved to. He did sound like he wanted to repay Garrus assuming you didnt let Garrus shoot him dead lol.

Bioware had an official topic about this awhile ago. Asking fans who they wanted to see back. I thought that was pretty cool. Felt like we had a hand in development.
