Haven't played Arrival yet but I think:
LotSB>Kasumi>Overlord
I much preferred Kasumi to Overlord, mostly due to the design, the art, and the music (as well as the fact that we got an awesome new gun and squaddie at the end of it).

LOTSB is by far the best one but I have to admit arrival has grown on me each time I played it (I have played arrival 3 times now), and while it isn't on the same level as the bigger ones I have alot of fun with the Zaeed DLC

yeah LOTSB is amazing. the car chase was fun. the set pieces were good looking, outside the shadowbrokers ship looked AMAZING. the two boss fights were actually alot of fun, i hope theres more like that in ME3. visir was actually a great fight we kept biotic charging each other lol.
made me actually really like liara as a character and looking forward to her in ME3. all the banter between her and shepard was absolutely fantastic. its really great when party banter like that in an intense firefight can make you laugh while you're in the middle of an intense firefight.
Arrival was decent, i actually died alot during it oddly enough, those flamethrower guys were nasty. i'd vanguard charge to take a dude out and a flamethrower guy who was hiding behind a desk that i didnt know about would jump out chain stun me with his damn fire and a couple guys would shoot me dead! i enjoyed arrival alot, just not as much as LOTSB
i dont have kasumi or overlord so i cant comment on them.
but if they maintain the quality of level design, banter, writing, visual style and fun encounters including bosses in ME3 as they did in LOTSB then it's going to be amazing.

It seems ppl either love or hate Overlord. I just played it again, the ending always gets me esp with the music. Story wise it's up there, but overall I can see why ppl would be bleh esp if you hate the Hammerhead =)

Honestly... I thought LotSB was predictable and repetitive. Arrival, too, though Arrival mainly made me mad because I didn't get to have squadmates with me. Seems like an excuse to only use a couple voice actors, you know? Overlord, to me, had the best story of the three of them but by far the worst gameplay.
I really enjoyed Kasumi's dlc... For a while. It was a wonderful change of pace from the rest of the game, but again, I wish I could've had more than just Kasumi in my party, though I understand that Hock likely wouldn't let anyone in the party equally. Like, he may have let Miranda, Jacob, Samara... Maybe Garrus... in, but nobody else. Jack doesn't fit the look of a refined party, Legion's a ****ing Geth, Tali's a Quarian and nobody trusts Quarians for ****, Thane... Thane maybe. I don't know how the galaxy feels about Drell. Zaeed certainly doesn't have the kind of look meant for the party, though I guess one could say that he'd fit in, since he more or less IS like a galaxy cleaner. Grunt's a big, lumbering, obvious Krogan. It'd stand out if Grunt walked around with Commander Gunn and then disappeared. Mordin.. Well, maybe Mordin. I'd say Mordin could get in. But still, I got off topic a little bit. I really enjoyed the heist portion of Kasumi DLC, but the runandgunrunandgunrunandgun part that followed was back to the same ol' same ol' from the game. LOTSB was the best, hands down, IMO. Overlord's story was plain awesome and I actually liked the closure Arrival gave to ME2. I liked Kasumi and Zaeed and their respective missions. NCS and Firewalker were good, but not great, but NCS was better for the nostalgia value it had.

They're all good. LotSB and Overlord were both thrilling stories, Kasumi added a very interesting character to the game, and Arrival did a masterful job setting up ME3.
If I had to rank on enjoyment: LotSB > Kasumi > Overlord > Arrival, but like I said I really enjoy them all. The only DLC I hate is the Firewalker Pack.

Whoa!
I didn't expect Overlord to get so much hate?
For me Overlord is second best DLC, with ok story, lotta action and THAT COMBAT THEME MUSIC!

I'll hop on the bandwagon and say LotSB was the best DLC for ME2. I loved the soundtrack to it while playing and it was very enjoyable to see Liara again
the ending to that was also a shocker, the battle was awesome but I totally wasn't expecting what happened next. I can expect that to play heavily in ME3.
Following would be the Arrival while short as hell, the Object Rho fight is always so awesome to play ^^, that and the first time I played it I was kinda surprised that I..well..blew up an entire system to stop the Reapers.
then Overlord takes the 3rd place. I didn't know what to expect. What I did get was ear rape (I played Overlord using my PX21 headset) and a some more details on what Cerberus is like (and thus leading me to hate Miri and Jacob...Miri less so) the soundtrack again, was awesome but it didn't get my blood pumping the way the Arrival did. so it nab's third.
After that it's all fair game. Kasumi was a nice change of pace followed by Zaeed.
I don't understand the hate for the Hammerhead, It's 10x better than the Mako, the only things I hate is the weak gun and tissue paper like hull.
