I did a search. The problem is that I did not find my particular situation in any of the posts the search turned up. I could not necro any of those posts, either, as it showed that I did not have permission to post in them. Most f the posts are for missing a keeper and I have not missed any yet I show 20/21.
I have absolutely, positively, definitely scanned each and every one of the 21 keepers and after checking each of them, I cannot scan any more, yet I show 20/21.
I completed confrontations with Chorban and Jahleed and have completion in my Journal of "Jahleed Returns Materials". However, after convincing both to do the right thing, one of them asked me to continue with the scans, which I have done.
Am I precluded from completing this mission due to having already completed the other with Chorban and Jahleed? Or, is this some type of glitch.

Are you really sure you've scanned them all? Some of them are in weird locations, e.g. the one near the landing deck.

If all else fails, watch this video and make sure it's exactly what you do in your game:
EDIT: HTTP 404: No, you can't scan any keepers at that point in the game. But there IS a keeper near the Council Chambers, which is where the final showdown with Saren takes place.

A glitch is a glitch, but this is one I have never heard of. The closest I have heard is the Keeper in the upper embassy will sometimes fall through the floor. Most times a reload will bring back up, but that is the only thing I have heard as a glitch in this quest. Most likely you have simply missed a Keeper, but a weird glitch is always possible, you could be the first.

Personal experience, the keepers I tend to overlook/miss are the one in the Embassy (because he disappears often as Mcsupersport has said), the keeper next to the Normandy, and the keeper in Flux. Not sure if mentioning them will help, but who knows.

Here is the exact location of every keeper.

Citadel Tower 1 Near Chorban.
Citadel Tower 2 South, near the Council Chamber.
Citadel Tower 3 East.
Citadel Tower 4 Northwest, off in one of the side corridors.
Presidium 1 Western side, near the elevator to Citadel Tower.
Presidium 2 Northwest, near Wards Access.
Presidium 3 Northeast, in the small room to the northwest of C-Sec HQ.
Presidium 4 North, in the small corridor behind the Embassy Lounge.
Presidium 5 Northeast, Volus and Elcor Office.
Presidium 6 Southeast, near entrance to Consort Chambers.
Presidium 7 South, to the east of the Emporium near a set of stairs leading to the bridge.
Presidium 8 South; take the stairs on the south side of the Emporium.
Wards 1 Take the elevator down from the Presidium and you'll land in Flux and Wards Access. The Keeper is in one of the northern rooms in this quadrant.

Thanks for the replies, but when I said I checked all the keepers, I really did check every single one of them at least twice. I printed a Citadel map that showed every keeper location, 21 of 21. I then went through the Citadel tiwice and made certain I had scanned each and every keeper. I had.
I think the glitch is from the way I ended the quest with the volus mending his ways but with my character left with the scanner. On my other playthrough I lost the scanner as I think I had the Volus arrested.
Again, thanks for your help. I have moved on to ME 2 for the time being. Loved ME 1!

Dead thread and pointless speculation, I know, but it occurs to me that a couple of those Keepers are near load points. I remember a few other games which would glitch at such areas, causing a few seconds of activity to be improperly recorded by the events log. It's entirely possible that your missed keeper fell into one of these 'temporal cracks' of gaming. It would be a fairly rare event in a well designed game engine, but still *possible*.

The 21th keeper I had to scan was the one in front of citadel tower close to Avina (who always reminds not to disturb the keeper). It wasn't possible to scan it, when I allready talked to this Avina before(!) I've got the quest to scan the keeper. Travel first time to citadeltower by "rapidtransfer", after you got the quest (scanning) and you leave the tower coming closer, scan the keeper before you talk to the Avina. (Sorry for my english, hope I could help you)

I have the same problem as quoted by wuff, I have talked to Avina before scanning keeper there.
Can you tell me how to scan the keeper? if I've already talked to her,
do I need to load the save before talking to avina or there is any other way.

I found that it is not a bug. I'm just misunderstood.
The keeper I try scanning is already scanned.
When I focus on that keeper, it said 'examine' not 'scan'.

I read all of the messages I found regarding this, but it appears that nobody understand the root of the problem... It is already 21 out of 20 keepers scanned, so why are you talking about missing keepers to scan? Mission didn't triggered when the quantity reached 20... and there is no volus in c-sec to report. Maybe somebody know where to find this Jahleed at the point of 20/21 keepers?
