A foursome with Isabella, Leliana, and Cassandra would be fun.
Had a brief Rivalmance with Merrill whilst in a good romance with Isabella, so bring Merrill back for another night of fun, but nothing longterm with demon lovers.
DA3 needs to allow a bit of polygamy. Juggernaut relationships suck. With the convos in DA2 it should've been possible to have a good threeway romance with both Isabella and Merrill. WTF?

Anders too because I'm just curious about what will happen to him.
I know we can kill him but, if we don't, his story just feels unfinished.

I don't want to see anyone other than Varric return as actual companions. Simply to avoid retcons. Some of the plot holes surrounding Anders in DA2 are bad enough. That said, I don't mind cameos in sidequests (akin to the Nathaniel / Zevran cameos, but not the Leliana one which seems to have plot significance).

Besides Sten, in order:
Anders, Merril, Fenris, Nathaniel, Velanna, Justice (I know, I know, but who knows? Tevinter ritual to get him out mayhaps?), Carver, Alistair, Shale, Aveline, Varric, Loghain, Isabela, Bethany, Leliana, Sigrun, Sebastian, Morrigan, Dog, Oghren, Zevran & Wynne.
Those who I think have a high chance of returning: Anders & Justice, Alistair, Carver/Bethany (If Grey Wardenized), Nathaniel (Same), Loghain (Yep, same), Leliana, Morrigan, Zevran.

Apart from that, Anders, Sebastian, Sten, and Morrigan, assuming Hawke is the protagonist. LI and Sibling, if they survived, along with Varric, are also assumed.
I agree with llandwynwyn; there are a lot of hints that his story isn't over, and I can't imagine the ending of DA:II to actually be the ending for a lot of these characters. They still have a lot more to do before they are allowed to retire.

No, not interested in the OGB, too much attention is headed towards that even though bioware has tried to light out that candle.Autodoll wrote...

In my head canon it didn't even happen.

First and foremost, I'd like to see Cullen as a romanceable companion. <3
Other companions I'd like to see make a return:
Aveline
Fenris
Varric
Nathaniel Howe
Sigrun
Velanna
Shale
And no DA is complete without Bodahn and Sandal.
I was really annoyed by Aveline on my first couple playthroughs, but I've been finding lots of appropriate quests to bring her on, and now she goes with me everywhere. I love her no-nonsense attitude and sense of loyalty.

Cassandra as a party member. (romanceable to males)
Shale
Oghren
Merrill
Bethany/Carver
Velanna
Nathanial
Finn
Auriena(that dalish from Witch Hunt who joins the party "Warden, your dog is lecturing me again.")
Zevran
Morrigan
That's my list of returning characters. Whether or not they're party members is one thing, but I definitely want to see them.

fair point. Desire is more of a vice, so I worded it poorly.
My, my... how puritan. If desire's a vice I don't need virtue.
/desire demon
I'd like to see the siblings return: their stories were cut short in DA2 and I'd like to know them better. By the same reasoning I'd like to see Sebastian return as well.
How does Merril change after killing the Keeper? If Anders survives, how does he change? Does Justice override Vengeance? If Fenris is free - and you're damned evil if he isn't

You seem determined only to read part of what i write.
I guess it comes down to opinion.
It's basically that your very first comment about Isabela boiled down to "She's optional and compliated, Bioware won't want to deal with it." In response I pointed out that there are other characters (including ones you mentioned subsequently) are just as optional and just as complicated (the siblings, for example, both far more complicated than Isabela, and even more optional since they can actually die). (I am pretty sure you can't actually kill Isabela? Correct me if I'm wrong.)
Anyway, this is all highly speculative. Just going by the pattern so far, DA3 will have a new protagonist, and will most likely have a largely new cast. Even DA:A had a mostly new cast, with the possibility of a non-DA:O protagonist. Therefore I think it's probably easier to conclude that none of the DA2 NPCs will appear in DA3 in any other capacity than a simple cameo. Characters who can end up dead are the least likely to reappear, IMHO.

Love interest - or Varric if no love interest
Living sibling - or Aveline if no living sibling
Zev (if he lived in origins)
Nathaniel(if he lived in awakening)
Cassandra
<New Mage>
6 party members ;p

Merrill was okay, I don't have strong feelings one way or another about having her back or not.
Anders, Carver and Bethany all died so my Hawke would be confused and slightly worried if he saw them again.
I never even found Fenris (planning to recruit on a 2nd play through at some point) and I didn't buy the Sebastian DLC so can't comment on them.
I must be the only player on the forum who didn't particularly like Varric. I didn't hate him, I just ... don't understand the hype. I don't mind either way if Varric returns or not.

o.O
So... LI, whoever it was from Origins and DA2.
Regardless of LI:
Anders, Fenris, Varric from DA2 (in that order of preference) AND Arishok. (despite my having killed him on most playthroughs!!!)
Sigrun, Oghren from Awakening (that's assuming Anders!Awakening and Justice!Awakening are never going to ever reappear)
Zevran, Alistair, Morrigan from Origins + Shale or Sten
Why not the others:
DA2: Merrill is awesomesauce but she didn't leave me craving more; Isabela: there was enough of her, she's not my favourite, she's awesome enough but I'm "take it or leave it" about her being in another Dragon Age; Aveline - is okay, but I don't care for tanks so MEH. plus she's happily with her husband and I don't want to mess with that. Any NPCs? Not really. Cullen was okay, he was cuter with his crush on Mage!Warden, Cassandra eh... etc.
Awakening: I simply wasn't all that taken with Nathaniel, Va... whatever her name is... I also didn't play with archers back then and so my party was usually Anders+Sigrun plus Oghren or Justice. Might change during my 2nd playthrough (which I'm doing now).
Origins: I loved Wynne my first time, but she's kind of MEH my second time around, I didn't care much for her cameo in Awakening either way. To be honest, only kept her around this second time because I want 3 mage + Zevran party. Leliana BLAH I've had enough of her and I hardened her to get her away from the church and she's now a seeker. BLAH. I don't want to see her face again.
I would have loved a cameo from Sigrun rather than Nathaniel in DA2. If I had to make do with only ONE appearance from all the companions, it'd be hard to choose between Anders and Sigrun.
