Sorry you're having issues. Have you rebooted the computer since launching the game? Also, if you click "Configure" on the launcher screen, then select "Game"... does the CD key for the game show up?
Just spotted this comment and had a look at my own copy of the game. And, no. My Product Key is not appearing in the correct configuration box.
I purchased the digital download copy of the game almost a month ago, from the EA store. I had this DLC problem, despite following the installation and code redemption instructions to the letter. The EA customer support guys admitted there was a large scale problem with people purchasing the game new recently, but over the phone talked me through the config file tweak, changing 1s to 0s in order to bypass the security, and con the game into accepting that the purchased DLC was good to go.
The problem is, that while these are now listed as 'Enabled' in the frontend, in-game they still don't quite work.
Levi Dryden turns up in my Camp. I can agree to go with him to Solder's Peak, but while the codex entries are updated the quest is never added. Levi remains, and acts as if you turned down his reqest. He asks you if you've reconsidered his offer if you talk to him, despite having already accepted the quest, and he still remains in camp with an Exclamation Point above his head (He disappears after Soldier's Peak is added on 360, I assume it's supposed to be the same on PC?). Despite accepting his request he never disappears from camp, and Soldier's Peak is never aded to the World Map.
In short that DLC still doesn't work.
Similarly, 'Sulcher's Pass' is added as a quest when you start a new game, the very first time you get into active gameplay, after all cutscene sequences are complete. Sulcher's Pass is added to the World Map, but if I go there and have the conversation to acquire Shale's control rod that is where the quest ends. Because despite the NPC promising to add the marker to my Map, the village of Honnleath is never added to the World Map.
So this DLC is blocked also.
I haven't yet gone to Bann Loren's land, but I suspect I'm probably going to be faced with a similar issue for Return to Ostagar. To date I've still never had Blood Dragon Plate added to my inventory, either, despite it being enabled in the front end.
The EA Support guy admitted that the recent server failure pretty much broke all the systems for registering any new games bought today. This is probably why my product key isn't there either.
He told me a patch was being worked on. That was 3 weeks ago.
I'm not quite a noob here, as I've played through the game and all DLCs on my Xbox 360, before. So I know how things are supposed to work. But obviously, right now, they don't.
