I'm following a guide and it suggests I take Sure Strikes (+20% attack). But my attack is already at 97% and I don't see the point in it. Evasive Maneuvers looks like the way to go since my defense is 80%.

Your defense is capped at 80%. If you have 80% against bosses you dont need any more of it.

Check your full attack and defense ratings (vs. normals/elites/bosses). Whichever you find lacking vs. bosses, that's where you should focus. Indeed, defense caps at 80%. If your build has Precision, then get EM.
Both are useful early game, though.

Both are worth it. Improves your attack/defense against bosses and elites if nothing else. If you really do have too much attack, then swap percision to speed.
