Just wondering, everyone else changes, either due to a romance or over the course of time, but i havent noticed Varric changing...does he have another outfit?
Does Varric get an outfit change?

Oh, and in case anyone thought I was joking, I'm not. His appearance does change at some point from 1070 to 1071 (Varric upgraded). But, the model it uses is identical, as far as I've been able to tell.

He uses 1071 when 1070 is being dry cleaned.

Yes, that gives him a different armor as far as the actual .uti is concerned, but he has an entirely different entry in apr_base.gda for it. But, it uses an identical model. There's no sense to it that I can see, unless a change in appearance is somehow intrinsically linked to a change in follower armor .uti.
He has a third appearance as well, which is just him sans Bianca.

He's too awesome to change his look.

I was looking through apr_base, because I was curious about this. Good thing I did, because I discovered something fun! But that's off-topic.
On-topic: there is no functional difference between 1070 (Varric) and 1071 (Varric upgraded).
I was wrong. They don't point to identical models. They point to the exact same model. All the other values are identical.
My conclusion is that for the game to switch out one follower item for another (so that it gets different stats; I think Varric gets some rune slots if he keeps the shard?) an appearance change is required. I have no idea why that would be, but I can't conjure any other explanation.

Yes, he gets more rune slots if he gets to keep the shard. My guess is that they planned on giving him an outfit change, but it got cut for some reason or other. Since they still wanted to keep the possibilit, they left it open in case they needed to patch it in later for some reason.
Just conjecture on my part.
