Just a thought that I'd like to share. I played through ME1 extensively over the past few days and more than a few times it talks about the creation of AIs being illegal for some very specific reasons. I have a feeling something will go terribly wrong with EDI in ME3. Thoughts?

The creation of AI's is illegal (except under certain research purposes as decided by the citadel) because they are unpredictable. There's no way to tell what kind of personality or logic it will develop, so therefore, it is not controllable. They don't need the same resources like food and water that organics require so can't be put in check by need to trade.
People are easier to keep in check. They need or want certain privileges that can only be gotten through interaction and bargaining. AI's really need nothing that they can't get themselves.
