I know this has been asked many times before but should the gibbed save editor pose a problem when trying to import my character to ME3? Because, the thing is, I was somewhat forced into using it because of a glitch that occurred in my game. Even, with all of my team loyal, only 2 loyalty powers appeared in the advanced training menu. Since I wanted reave and it did not appear in the menu, I had to modify my save game to give myself reave as a bonus power.
Should something as small as this penalize my import? It would be quite ridiculous if my save game was not accepted because of a glitch that could only be repaired through the gibbed editor.

The likely reason Bioware would never answer you is because they don't know.
They'll make sure ME2 saves carry over into ME3 but there's no way for them to be sure whether or not edited saves will still work with the software. You're making unexpected changes to a file that may inadvertently edit something critical to the process they use to import saves.
Basically this. The save file formats aren't particularly terrible to parse, but some of the binary chunks I could see being annoying to reverse engineer.
I'm not totally sure how the Gibbed editor works (haven't seen the codez), so I can't really comment on the likelihood of it working 100% for ME3 import or not. If it doesn't work, worst case - your game crashes. Best case, everything's great and a magical pony rides a rainbow down to your front door and takes you for a ride in space. And then there's a guitar solo.
