When exactly does my dwarven merchant discount kick in again? (Spoilers)

Hey all. Quick question here regarding our good old buddy Gorim and his prices. Specifically, I sided with Prince Bhelen and saved Lord Anwer Dace's life. After I saved him, I made darned sure to let him know that I wanted that surface-dwarf merchant discount, and he said, roughly, "okay."

Well, after finishing my king-making duties, I rushed back to Denerim... and I don't see a 25% discount on Gorim's myriad items for sale. His armor still seems to be the same price, his Chasind Great Maul is still 151 gold, and I'm feeling really annoyed. What did I do wrong? I mean, the path to cheapness is:

1. Side with Bhelen
2. Save Lord Dace and ask for discount.
3. Return to Gorim.
4. Profit via savings.

Right? 

Does the discount kick in only after I've gone to Redcliffe again and properly started up the landsmeet, or did my game just not pick up on my actions and mess me up? Are his weapons and armor exempt from the 25% discount? I was really hoping to save 37.5 gold or so here, so ugh. Very discouraged.

Edit addition: Oh, and I'm playing on the 360 version by the way. I don't know if that makes any kind of difference, but I know that each version of the game has various tweaks and alterations. Might as well mention what I'm playing it on.
