I've finished the game and when asked to choose between new game+ and continuing my current game, I chose to continue. Can I still do new game+ without having to replay the final battle? It looks like "no" is the answer but I'm hoping somebody knows a way to do this.

Yes, you can. To start a new game+ you just have to select the New Game option on the start menu, instead of just choosing to start a new male or female, "Import ME2 Character" will be added to the options.
