Enemies react to elemental damages differently. These
effects happen when the force of your attack is sufficient to overcome
and enemy's resistance to force, much in the same way that AOE attacks
force an enemy out of stealth.

You have your 6 principle damage types:

Physical, Fire, Cold, Electricity, Nature, Spirit

Each of these types have a "Force Effect". These effects interrupt the enemy and prevent retaliation for a short time

Physical - Knockback
Electricity - Stun
Cold - Slow down
Fire - Burning
Nature Causes enemy to stop and clutch at their face for a moment
Spirit - Horror effect (like the result of the spell)

In addition, some elements have an additional bonus that is hidden, or less obvious.

Physical - None
Electricity - Possibly drains Mana/Stamina, but most enemy abilities are on cool-down
Cold - Chance of freezing
Fire - Does damage over time (dot)
Nature Does 25% more elemental force (see quote below)
Spirit - Cuts damage and magic resistance in half.

Enemies have a reaction to the force
of an attack. For physical damage, that force is being knocked around.
For cold, it's slowing down for a second. Fire is burning. They're of
similar length, but still a reaction that breaks their ability/attack.

Nature
damage does 25% more force than it normally would. This is calculated
when the creature receives damage, so it's after all multipliers.

This is not a secondary stun effect like electricity, rather a rules-based modifier.

These abilities are something to consider when choosing a weapon. Clearly you should change weapon for elemental weaknesses, but personally I'm
a big fan of Electricity staffs and spells (Cold is a close second). I do see Spirit doing a bit more damage, but I prefer the stun effect of
electical and cold since normally the difference is in a mage's staff so
the damage is not large in the first place.

One last thing: When a weapon is buffed by
elemental weapons (or a rune) does the small +X elemental damage create a
similar effect (freeze or stun)?  No one has noticed any effects so I think it's safe to say no.

Fire doesn't have a special effect, but fire based abilities tend to do more damage than others.

Extra damage from weapon enchantments count as minor hits, so they don't do things like secondary effects or redirection.

Electrical damage doesn't drain stamina in DA2, but it does have a chance to stun the target (actual stun, not just a force reaction, so it clears threat as well).
