Ask yourself.
Would Bioware really kill Garrus off even if you do everything right? Especially after giving him Special Treatment for ME2 and now ME3?

Ive been gone from the forums for a while but some things never change paragons want to punish renegades and vice versa grow up people.

You'll just have a choice like everything else. Bioware isn't killing a character, especially one as popular as Garrus, without the player having a choice in it.

I wish the game would let us take control of those characters and make decisions for themselves, not just Shepard choosing.
Like say on Virmire, instead of Shepard deciding, the character's choice caused one of them to decide to stay for themselves.
Imagine a suicide mission where someone has to stay back and hold off hordes of enemies while the rest go on, I'd probably choose Grunt for the task because he would LOVE to go out that way, but Garrus would do as well.
BUT I want to play the character during their glorious death! Killing off characters should have been much more epic than they were in ME1 and ME2, it should be a mini-game in itself, going for the high score if you know what I mean.

I think garrus will be one of the hardest to die during ME3 considering he is such a hard ass especially considering he nearly died in ME2.
But I would not rule out the possibility of him dying in a fight to the death scenario
