I think it works like this: TIM has made a deal with the reapers between ME2 and ME3. The reapers realize that he has the means to stop them, so they have agreed to a compromise of some kind. TIM has some kind of a hold card in case they try to betray him.

TIM wanted something very badly and knew that keeping his eye on Shepard and bringing them back from the almost dead would most surely get what he wanted. He will put whatever is necessary into something if he believes the pay off is worth it. He's either right to do so or wrong depending on what your Shep does at the end of ME2. But that's his reasons, nothing is too expensive, no ally too unworthy to work with in order to get to his ultimate goals.

I think my Shep will hit the BSOD when TIM betrays him. My Shep supported TIM and cerberus all the way, now I'm stuck with useless cloacas from the Alliance, who left me and all the terminus colonists for dead! and the even bigger cloacas on the council, who only want to hold humanity. Both of who put ME on trial after I saved the galaxy, I'll save Earth but I will ruin every other species at the same time, or else humanity will just end up as alien slaves and I will not let THAT HAPPEN!!

In retrospect the point of ME2 was just to build up Cerberus as a ME3 enemy than the Collectors or anything else.

Ha, I have stopped playing Paragon for just that reason. I will vote with my feet. But I will still get the game, as a CE. I just won't play as a p.........................................................................................

^^ you can still play paragon and make your own choices, part of the fun with RPG is to make the decisions as you go along, letting the plot and gameplay shape your decisions.
of course the game is going to be uber boring if you just exclusively pick renegade/paragon choices everytime without even thinking. having a pre-meditated notion to simply pick the bottom/top dialogue tree everytime convo comes up.

It's not about being Paragon or Renegade. If people seriously thought that renegade is backing up TIM and Cerberus you've seriously misled yourselves.
Paragon and Renegade are there for flavor, that is all. It never was anything more. We will be served different flavors of ending, strawberry, chocolate, vanilla, butterscotch based on our choices in prior games, but that doesn't mean it's actually changing the overall story or dictates who's the bad guy and who isn't.
