 I know this subject has many post but I wanted to make a new one with the word FIXED in it.  The reason is because I spent a lot of time searching the internet trying to fix a solution to this problem.

I finally came across a post from Kloreep that suggested that Microsoft DRM is the issue. In this same post OmegaWoman posted this link:

I had downloaded and played this DLC along time ago. I recently decided to do another play though but discovered that this DLC would only play under the Xbox live profile. I still have the same console and Pinnacle Station still works on all other profiles??? Anyway some how Xbox live was thinking this DLC"belonged" to another console. The link above reassigns the DLC(and any other games I guess) to your current console. After I did this and downloaded the DLC AGAIN! everything worked normal again. All profiles had access. What a pain!   Microsoft   >:-(
