I think they can use a method from Neverwinter Nights: Hordes of Underdark. You can get some levels to add, if you don't import your character.

Assuming new games start at level 1 that's going to make a New Game in ME3 a very different experience to an import. Almost worth running a new game as well just to see how it feels

Question: If characters, writing, and AI are still being worked on how could one really do a complete play through for Mass Effect 3?

There is a difference between 'worked on' (aka, tweeting/balancing) and 'writing from scratch'. At some point in development things get locked in, its not like its impossible for them to make play throughs to test stuff up till they've 'completely' stopped working on it.

Hell that alone would mean no playing it till they've patched it a few times and then how would we play through it? Logic man, logic!

And even if everythings in, and its not 'locked' they can add, or replace stuff so they'd still be capable of doing a full play through in its current state. They have to do that constantly, over and over to play test and find more things to fix or tweek for balance purposes, and to make sure its fun.

Awards at conventions are given in accordance to how effective was a game's presentation, not to the game itself, since it is, like you said, in works. Gamescom is currently underway, and as far as I know, it's 2011.
