I think the 3 slots are independant of the Heavy weapon. It reads to me that your class has x slots + heavy weapon

Actually I would say the Locust is the ONLY SMG that fits the "poor man's AR" category.
The Tempest was great for taking down big, tough enemies at medium to close range because it could put such a huge volume of fire down range, something that no AR could do as effectively.
Although I do hope they make more of a distinction overall between SMGs and ARs

Aren't the primary differences between the two the calibur of ammunition used and effective range? I just googled the skorpion SMG and the M-16 assault rifle, and the rate of fire for both weapons is comparable so that's not really a defining factor for either class of weapon.
In short, both weapons function similarly, but fill different roles. An SMG's compact size makes it ideal for close quarters fighting (especially indoors), while the assault rifle (a misnomer imo) is better suited to taking on opponents down range with clearer lines of sight.
The more I think about it, the sillier it seems to me for Commander Shepard to be toting around an assault rifle in the first place. In so far as ME2's style of combat is concerned, at any rate. ME1 makes more sense, but even in that game an SMG (if they had been in that game) and a Sniper rifle would have probably been more than sufficient.
SMG's are common in small units, and Shepard leads a small unit. That said, you'll have to pry my revenant from my cold, dead hands!

That's how I used to take out the Ymir Mechs in ME2 as an Engineer. Send a drone at them and they turn to fight it while you can shoot at their backs from behind.
Admittedly, the Atlas is supposedly smarter than a mech but, to be fair, Liara was the one in his field of vision shooting at him and it's not like the operator can feel the bullets in the unit's back as he's just in the driver's seat.
Still, it did seem a bit easy.

In real life the difference between a SMG and an AR is the power behind the round. SMG’s have shorter barrels fire pistol rounds which carries smaller amounts of gunpowder in the casing, while AR have longer barrels and fire, what else?. Rifle rounds with larger amount of gunpowder. This makes for significantly higher muzzle velocity for the AR than the SMG. Higher muzzle velocity translates into higher damage to the target. Although most SMG’s fire higher caliber rounds (usually 9mm) than AR’s (usually 7.62 or 5.35 NATO), the higher muzzle velocity of the AR round trumps the bullet size advantage for the SMG.
Special ops branches while preferring the shorter and more maneuverable SMG for close combat, always have wanted the power and more controllable characteristics of the AR.
Weapons manufacturers have resolved the assault rifle’s size disadvantage compared to the SMG by introducing collapsible stocks and bringing the bridge of the weapon closer to the firing mechanism thus reducing the overall length of the rifle without reducing the length of the barrel. So most Special ops today carry AR’s although at first sight they look like SMG’s

Well, that was because "you died" and were rebuild, which would make sense that you could chose whatever you want to be/look. That excuse isnt the case this time...so.....
