What gave you that idea?  He's saying that he was finally able to get rid of the prototype code for a feature new to ME3.

Maybe its sidequests like the one when you had to bring back some datapad to a salarian from the Dantius tower during Thane recruitment mission
(or pretty much any you get on Illium: he necklace for the asari, the endentured quarian, the pureblood asari vs the feros colonists, etc.)
Theres no combat per say and it lets you roleplay who you want to help and how. Plus you learn bits of lore in a more interactive way then reading the codex.

Its nice to hear it wont be 'please bring me my necklace back' again, it wouldnt fit with the urgency of the war.

I'm going to assume by roleplay it means choices are to be made. Multiple general outcomes to that sort of thing. It's a basic example but the Krogen on the Cidatel. Dudes obsessed with fish. You can to buy a fish and give it to him and be all 'ha ha of course theres fish, heres one I cought while there' or get the truth from the janitor guy and let him know.

Basic example and probably wont be as simple considering, you know, oh no, reapers, war, galatical doooom and all that. But anything with 'choices' in it would be considerd a roleplay quest. That could be side-quest or main story driven or random little off-thing.

They're 'saying' roleplay quest because, frankly, people whine about there not being enough 'roleplay' in the game. Which is silly, ME2, quest wise, had more 'roleplay' then ME1. Hell ME2 just had more missions in general though the N7 ones lacked dialog. So here's hoping ones like that now involve actual dialog and choices.
