I think he means having everyone with you would betray the concept of multiple fronts being fought, though. It would coincide with some of the things we already know, like the sensible decision to have Wrex leading Tuchanka against an invasion instead of chilling out on the Normandy with you.

Ah yes, I believe he said this when asked in an interview recently about permanent squadmates.

It fits with what he's been saying before about nothing being permanent in ME3 (bunch of times via Twitter)
Saying how some squadmates can stay for a long time while others stay for a short time @SDCC
Norman saying squadmates don't necessarily work the same way in ME3 as they did in ME1&2

I know he said it before, just saying it's stupid and doesn't make any sense. It's a war, you're not allowed to keep permanent friends!

Arbitrarily removing squad member is kind of dick move.

I hope they let the player have a little bit of control over that.
