I highly doubt an injured Kal'Reegar could've saved Tali if it wasn't for Shepard. So no, I don't think she'll survive; she'll count as dead. Whether or not there's a difference in dialogue is a different thing.

It’s not the same. Tali was kicking around before Shepard came back to life which is not the case with Grunt or Legion. Again, would she have survived the geth attack in Haestrom without Shepard assistance? If she did, she might still be around by the time of ME3
