I think ME1 handled the whole "bromance" thing just a little better. You could basically get a lot out of conversations with any character that wasn't available to romance. However, it was impossible to be "just friends" with potential LIs for your sex without them thinking you were coming on to them.
Garrus didn't really have much to say in ME1, and Tali in ME1 is basically a codex entry. The ME1 versions of them are IMO the least developed characters of the series, except for Morinth. The writing for them is a lot better in ME2. Wrex was amazing, but an exception to the general pattern. I wish more non-LIs felt as developed as Wrex, and given some time in the main plot's spotlight like he was.
As for the romanceable characters, I didn't think Liara had a whole lot going on, as far as private conversations, other than being the Asari Love Interest.
In ME2, I thought the best conversations were with Mordin, Legion, and Samara.
I wouldn't agree with Legion and Samara, but I think "best conversations" is a subjective thing. I wish they'd gotten some spotlight in the main plot. Considering you don't need them in the suicide mission, it's kind of like "Why did I bother recruiting them? What is their role in the story again?"
However, LI dialogue was severely cut off if you weren't pursuing them romantically, regardless of Shepard's sex. Miranda, Tali, and Garrus only had three non-romance convos that I am aware of.
Oh, I never said it was dependent on gender, but yeah, it felt like you were robbed with the LI characters if you didn't (or couldn't) romance them.
The point is it seems non-romanceable characters are prioritized as less-important by Bioware. It's looking like all squadmates in ME3 will be ex-potential-LIs or new-potential-LIs. I don't think we'd ever see someone like Grunt be as important to the plot and series as someone like Liara.
