I think they do. Note how LIVE hasnt been hacked revealing tons of private info along with being shut down for months like PSN. They are busting their, i imagine, to protect us.

There's a tweet from @masseffect that says every class can carry 5 weapons, but the Soldier is the only one that doesn't have a penalty for doing so. The next says that it specially applies for the Claymore, Revenant, and Widow. Did they just made Soldier useless? I guess it depends on the penalty now...
