Well Mac Walters never failed with characters( Wrex, Garrus and Illusive Man).
Garrus isn't boring and his well-thought-out friendship dialog was incredible.
And The Illusive Man is just an incredibly hard to decipher man, whose organization is incompetent at keeping its failures a secret, but amazing at letting its successes remain secretive.
I shouldn't worry.

My mistake he is not boring he is ANNOYING.
Shepard told him to go back to C SEC in ME1 instead he went to Omega to help people because he cannot do that on the Citadel.
What about those poor kids (Duckt Rats) ? As a C SES officer he could have helped them.
Conrad Verner started a charity for ex slaves on Illium. Why could't Garrus do the same thing for those kids ?

My take on Garrus is that he knows that hes in the same category as Shep and Shiala. He is someone who has enough of a quad and the skills to make a difference. Unlike Conrad Verner, he can change the world through action. What he discovers in the Turian Military, C-Sec or even attempting to get in the Spectres is that he can make a difference but he doesn't fit. He tries to make a difference in the galaxy, reminicient of Thane's themes, but from a different perspective. With Omega he even comments that he's not sure he's made a difference. One thing he knows for sure though, when he is with Shep, he will make a difference. The difference between Shep and Garrus is that Garrus wants to fix society, Shep's just here to save it. Shep would never try to fix Omega or Illium. Shep fights the battles that other people can't fight, Garrus isn't cut out to lead that fight, but he can certainly take part.
