Likely that if preorder items would be available, it will happen some time (month? months?) after release, as paid DLC and customers won't be warned about this event until the very end. It will drow people to make preorders (at release date it's exclusive with only hope on "available later"), people who preordered don't feel cheated (at least for some time they enjoy having exclusive stuff; not many care about game months after release), publisher makes money at future DLC and is happy; persistent fans finally got what they wanted and happy as well. Months later is ok. I really wish the DLC is cheaper though. Individual armor and weapons shouldn't cost so much.

Anyways, I hope they enjoyed their time off and don't have too much trouble getting back into the groove of things. Hopefully the bugs come and go easily enough.

Looking at past releases for Mass Effect, there was pretty much one month between Gold status and the release:
ME1 Xbox 360
Gold: Oktober 27th, 2007
Release US: November 20th, 2007
ME2 Xbox 360
Gold: December 23rd, 2009
Release US: January 26th, 2010
Meaning that with a March 6th releasedate for ME3, Bioware has one month left to finalize the game
