I think the rule of thumb is, if you can stand in the same spot for more than a couple minutes tinkering wtih something in a lobby area, that lobby area really doesn't need music.
ME1 the most repetitive and by association, the worst music in the game was the Normandy ambient music and the Citadel ambient music. Both the wards and the presidium.
While the Citadel was pathetically small in ME2 the one thing I gotta say I loved about it was the ambient noise coming from the wards. Feeling like you were there because you could hear all the cars buzzing past and the people yelling and talking over eachother.
