All right. It took me a while to come up with this, but I've finally come up with a character who could have been used in Anders' place, without the preexisting baggage of Anders' character: Dagna.
Yes, Dagna. It's not too hard to assume that even if the Warden doesn't let her go to the Circle, she'd find a way to sneak away from Orzammar anyway, and study at Kinloch Hold. There, however, she learns of the abuses the templars inflict on the mages she works with, which deeply upsets and angers her, but she can't really do anything about it... until Justice shows up. He came there as well because he also really wanted to fix the mages' situation, but Anders didn't want to commit to that in this universe. So, probably somewhat desperate because his body is likely rotting, he meets Dagna, the two of them become friends, and he possesses her. And then the rest of the story is pretty much like Anders'; however, to maintain a consistency of meaning, Karl needs to be female in this scenario.
Gameplay considerations: Obviously, Dagna isn't a mage. I've decided that she's a spirit warrior here, as while she may not have been trained in combat before, Justice was, and transfers his memories of that to her, so she learns how to fight rather quickly.
This, of course, creates a problem with Fenris and redundancy. To solve this, I decided to make Fenris into an enslaved mage, whose lyrium markings were primarily to physically bind him so that he could never attack anyone without channeling magic, something that would force him to never be able to give up using it. Why? Probably to maintain his utility, and Danarius is a sadistic douche.

Many thought that he was too different from the old one.

I think Anders' change makes sense given the whole spirit thing...the same would happen to Dagna....she wouldn't be her bright and cheery self anymore.
You also assume that the Templars abuses would upset her. Though, given that her character isn't very developed, that could be the case if desired.

The undevelopment makes her easier to move in whatever way we need her to.
