Sure. I just don't understand your post at all. Playable cameos? You mean temporary squadmates? Tali and Garrus have already been confirmed as full time squadmates.

Well, Chud said something which definetly sugests Tali will be a squadmate.
That means they all be available for any number of missions between 1 and All. Then this Casey Hudson's quote comes in, on top of all the previous reasoning as to why the VS and Liara can and all others cannot be full-time companions. Note how Casey brings up the Interactivity thing (largely), around which my thread was based. As opposed to the Variables, actually. Like I said, the Variables are factoring in this, but the Interactivity is the main reason. Factoring Garrus into those "deeper relationships and more interesting interplay" of the ME3 squad is inexpedient.
As to the character "redesign", I assume that doesn't say much, since it's to be expected, naturally. Liara underwent a redesign for her playeble cameo in the LotSB DLC. Hell, even Conrad Verner did! And I think that while in ME2 Garrus may have been too busy with the calibrations to fix or change his combat suit, wearing it in ME3 would raise some eyebrows.

The words "some extent" could also mean that they simply aren't confirming them at that point. You've just chosen to interpret it a different way, because that means that you're right.

Actually Zulu Tali was also confirmed by Casey Hudson to be a squadmate on his twitter.
