I'm debating whether or not to purchase a Tome of Ability from Hubert in Act I, but the cost is around 21 gold, and in Act I that is quite a bit. I will do it in Act I only if I will lose access to the tome in Act II.

I'm wondering if anyone knows if that tome would still be available in Act II if I wait until after the deep roads, or will I lose access to the tome if I wait?

Any advice would be most helpful. Thanks in advance.

I believe shop inventory changes for each act, but I could be wrong. Could anyone confirm?

the tome is only available in act 1

Act 1/2 - Black Emporium

Those are the only three tomes. There is a "tome" in the form of the Elixir of Heroism, but that's actually a level-up potion, so it doesn't count.

I belive there is one near the hangmen, I think is the female vendor. I might be wrong But i think is a book around there.
