Since I don't think they have ever given a reason then we just have to speculate. And it is too bad that aspect of the game (level/area design) has taken such a hit because some of the areas they have made are really visually appealing such as some areas of Kirkwall and the outdoor areas, especially the wounded coast.
The problem of re-used maps is made worse by the gameplay itself though. With 3 Acts and night/day maps, you basically have to go through every area of Kirkwall in detail at least 6 times - though, non-completionists could avoid that I suppose. That's not counting back and forth for quests. So, lowtown, hightown, dark town, hanged man... rinse and repeat.
The Bone Pit you have to go to at least 3 times, but then some quests you can't get all at the same time so there's a few more trips. I found in my 3rd or 4th play that if you go back a few more times the guy at the mine gives you an extra quest or two making me wonder what else I missed.
The Wounded Coast was my favorite area (especially since outdoor areas have less camera craziness) and looked beautiful.
I liked a lot of things about the game. I like the simplified combat and inventory etc. But I didn't love any of the changes so much that they offset how I felt about seeing each area 10 times per act and each building 15 times per act. (Numbers are made up - might be better or worse than reality

I am a software developer myself and I get that there are always trade offs in where effort can be spent, I just wish it didn't seem like the trade off was more of my money for less of their work.
