In act 2 I picked up anders gift (the amulet) however, because I wanted rivalry with him, and it kept giving him a big friendship boost, I opted not to give it to him. I'm now in act three, the quest is still there but I am unable to trigger it and or questioning beliefes (i'm pretty sure it's not triggering because of the amulet quest) even thoguht i'm at 100% with him. What should I do? Can I sell the amulet or something? Or just deal with it being there and never finish my rivalry with anders?

if you reached rivalry bonus for anders already, giving him the amulet won't detract from it. you should give it to him.

I've tried, but when I do he just says one of his lines (in this case the one about the wheels being in motion) rather than the quest triggering.
Also, anywhere outside his base when clicked on, he says the line after you've almost finished decent, even though i completed decent (the "thank you, we need to speak in private")
