Okay, ... last attempt in here to solve this game until I go for the devs themselves:
Since the installation of Arrival, my game as deteriated into a Dia show. I can literally not play the game unless I am having a lucky streak on performance because of that extreme stuttering.
It is excruciating. I want to play the game, but I can't and I have no idea why.
My system does meet the requirements perfectly fine, as I was able to play the game perfectly ever before (sans the loading time bug, but I circumvented that one).
Is there any help on that problem?

Kind if Copy refers to Steam, Physical Disk, EADM (EA download), or other digital distribution.
First thing I noticed was you are running on a laptop. with the Mobility version of the 8600 chipset, only 256mb, with a fairly hi-res and all the graphical options enabled. Drop the res somewhat, and disable hi-quality bloom, motion blur and dynamic shadows. It may have been working fine until now, but bear in mind that mobility chipsets are not incorporated into laptop mainboards with any form of standards, and thus various features can be cut down, or left out altogether. Given the lack of airflow through laptop cases, it is entirely possible that the chipset has overheated and has started to break down.
Next thing to try would be to download and install the latest realtek driver direct from their site, and not use the Win7 one, as there is a 51 page forum posting on Win7 forums regarding the shortcomings of the default Win7 driver for the latest Realtek devices.

If none of these work, uninstall/reinstall might fix the problem. You can specify to keep your saved games during the uninstall process, and assuming you have kept the DLC install files you downloaded, you can just run them again from where you saved them to. If you have the Steam version of the game, make sure you run the game once (get to the in game menu) to allow Steam to finish the installation process, before attempting to install the DLC.
We need to ask people to post their specs as you wouldnt believe the amount of people out there who seem to think a 8-10 year old PC is capable of running ME2. People with a P4, 1gb ram, onboard intel video seem to think that it will run, just because they can play WoW on their dinosaur. We've had to hand out a few reality checks to those guys/gals.

Okay, ... seems you didn't really understand what I was meaning, ... definetely thanks to my rather eraged and thus compromsised explanation.

And when I meant that problems start to occur when I start the game, I did NOT mean when I start playing the game. The dia show starts right after I started the programm. So unless the menues are extremely challenging on my hardware, it can't be graphical settings and such.

Does this affect any other games? The 8600M is known for a manufacturing defect that can cripple performance.

Not really. I had this problem for quite some time now (well since Arrival to be exact) and it didn't seem to affect other games.

I might suggest you role back your driver and see if the issue is helped. My GTS250 has some intermittent issues with some of the later drivers and ME both one and two. At times my card runs about 1/4 power for some reason, and to fix I had to use the older drivers, and so far the latest Beta version is working well, but the latest non-beta release is intermittently causing very low FPS(around 8) on my machine in ME2. So you might want to try a 190s series or one that came out in mid-early 2010 for your CPU.
