Is this intentional? If so, what is the reason behind it? I don't see how they're related in any way besides the fact that they both occur in the Deep Roads.

Yes. No idea. I also don't see why but that was the design decision; presumably for a reason that wasn't arbitrary.

I would assume that it is to not give people who did Awakenings, or choose the pre-built background, a "bonus" quest of sorts. If everyone got Fool's Gold and then there was the possibility of Finding Nathaniel too, that would mean some people would be lacking a quest.

I just assumed, as the poster above said, it was basically included to "balance out" the quest opportunities for people who won't get Finding Nathaniel.
The thing I don't understand about those quests is: why in the heck did they put Varric's last armor upgrade in a quest not everyone can access?!? O.o I assumed it was an oversight/error of some kind rather than intentional; but I've seen this asked in other forums and the only answer I've seen anyone come up with is "because actions have consequences derrrrp". Which I'd be totally fine with as an answer if there were *any* sort of logical connection between those two things, but there's just...not. I guess it's not that big a deal, but it makes no sense darn it.
