Mark and Execute might be cool, if it's done right.

Failing that definitely a power upgrade for the cloak that extents the duration it takes to 'fade off' once you start firing to extent how long you have the bonus damage for. Or you know, both of them heh.
And yeah I agree with Mark/execute like thing but I feel like it should be a cloak-only thing or something thats pretty weak unless cloaked.
Also I've said it before but some kind of assassination melee move (not just a normal canned animation). Though with all the kinds of monster that may have to be a 'humanoid only' type thing to limit what you can actually neck-snap/throat-cut/whatever auto-killy.
But I'm sure the Infiltrator will already have something like that due to each one getting a special unique power melee attack.

Perhaps a hologram camo that makes you look like an enemy so you can sap enemy sentries?

I'd also like if enemies did not automatically know when you'd cloaked (every baddy would immediately duck into cover even if I'd engaged the cloak behind a wall, which seemed weird since they had no line of sight).

Overload was good but AI hacking was very situational I found. Even then I never thought it was worth upgrading past the first level because giving my enemies shields was just annoying even if it did vanish once the hack did.
I preferred the first level so that it was pretty much an instakill on whichever robot got hacked. At later levels, the whole wave would die before the hack wore off and I'd just be waiting for the shield to go down and kill the last robot.
So a better second power for infiltrator.

For example: the Vanguard's charge offers greater battlefield mobility than cloak, arguably. However, from a CQC style of play, it offers a major advantage in the form of a shield boost. Now, I know Vanguards are more CQC oriented by nature than infiltrators, but I feel that infiltrators should not be discouraged from aggressive flanking tactics (Shotgun + cry + infiltrator = fantastic fun!).
Now, I don't suggest that it be removed altogether. However, I feel that there should be an evolution choice to remove the shield/health regen penalty. The sniper evolution could be a very large boost in headshot damage and/or a general damage bonus and and increased time slowdown. The close quarters evolution could be a removal of the damage/shield regen at the expense of a the sniper evolution's large damage bonus.
This is all coming from someone who prefers Vanguard as well. I like CQC

2. give infiltrators somesort of device to "cloud" their escape, in ME2 there was a cool-down on all powers after using one, it would have been infinately cooler if you could ambush an enemy(using cloak) then throw a flashbang to create an opportunity (to escape or take the rest of the enemies out)
3. Make cqc infiltrators more efficient.
4. Make "marking" an ability (unlikely but it would still be cool)
5. A melee stealth take-down, say you use melee on an enemy while cloaked and you snap his neck.
6. SILENCED WEAPONS..... Yes this i really need
7. I know this is not that relevant but more gear resembeling the recon hood, the most badass equipment in the game, maybe class-specific gear that you can only use if you fit the criteria, lighter armour that gives a bonus to speed at the expense of damage-resistence.
8. somesort of thermal mono-goggle that shows heat signitures.

I'd be fine with something like Kasumi's attack forgot the name.

I'd like the ability to occasionally shoot two bad guys at once if you happen to line up a sniper rifle shot with a couple targets in a straight line and fairly close together. Maybe a small chance, just some coolness that doesn't always happen, some games call it a 'proc chance'.
As for activated skills, I like the idea of a hologram to grab aggro, but isn't that almost the drone? What makes this much different than invisibility, and if stealth field and hologram are on the same cooldown like everything is, what would differentiate them so that you wouldn't just use whichever one is deemed to be superior?
Silenced weapons would be cool, but every weapon in the game fires way way past the speed of sound. Not my area of expertise, but does an object as small as the mini projectiles used in Mass Effect make any noise when breaking the sound barrier at mach 10? Probably not, just wondering out of curiosity.
Stealth melee moves would be kind of cool, but in the end I won't be excited about them much if every encounter is instant aggro and every enemy knowing where you are at. ME isn't designed for stealth kills and such to have much purpose.

Some improvements that would be nice would be
- the tactical cloak lasting longer
- more abilities that work with/enhance your sniper rifle
- some kind of melee attack that makes it worth sneaking up behind someone, like an electrified glove.

That's pretty much what you do with Cloak though. Cloak and shotgun blast is just as good if not better.
Sorry, but your missing the point. A shotgun blast is BOOM! That's not stealth, and that's what people are talking about. Stealth - not cheap quick kills. Ever played Splinter Cell or Hitman? That kind of gameplay is what people are looking for more of in Inflitrator. STEALTH.
